The terms church planting and church starting are often used interchangeably within contemporary missional discourse, particularly in the Assemblies of God Church (Gereja Sidang-Sidang Jemaat Allah, GSJA) in Indonesia. However, developments in theological literature reveal a significant conceptual and missiological distinction between the two. This study explores GSJA pastors’ perceptions of these terms through a qualitative approach employing Focus Group Discussions (FGDs) involving 57 pastors from the East Java Regional Leadership Body 2. The findings show that most participants perceive the two terms as synonymous, referring broadly to the establishment of new churches, while only a few demonstrate conceptual awareness based on literature or ministry experience. Building on these insights, this study proposes a conceptual distinction: church starting as expansion-oriented ministry emphasizing the lower room (programs, facilities, networks), and church planting as evangelism-based mission rooted in the upper room (discipleship and missio Dei). Clarifying these concepts is essential for guiding GSJA’s mission strategies and preventing the reduction of church growth to mere institutional expansion. This article contributes to contemporary missiology by refining terminological understanding and laying a theological foundation for contextual mission practices in Indonesia.
